I was using the still legal definition which is without regards to class of people or condition. I see for some time now and only in the US has "tenements" become known as rundown and or poor housing accommodations. When I was a kid the latter was called "The Projects" in Florida or "Subsidized Housing." The places we lived in when I was a kid in L. A., Detroit, Lakeland and Atlanta didn't dome up to the high standards of today's tenements. So I guess I'm out of date on this too!
